Soon, the official app of government services Dia will launch a new service for Ukrainian drivers - online vehicle re-registration. The service will completely change the approach to buying and selling cars and motorcycles.

With the new service, Diia will allow the used car buyer to re-register the vehicle with a few clicks in the smartphone app. Vehicle and user verification will be done automatically, without the need for an administrator of the MIA Service Center (Ukrainian equivalent of the Department of Motor Vehicles, in the U.S.).

The service is open for cars and motorcycles. The seller must generate a sales agreement in the Diia app, then provide the buyer with a QR code or link to the agreement. The buyer simply needs to use their Diia app to sign the agreement with an electronic digital signature and choose whether to keep the old license plate or change it to a new one.

The buyer can also use the Diia app to request that the vehicle's registration and new license plates be delivered to his or her preferred postal branch,

The service is currently in beta testing. However, even during beta testing, users will be able to buy and sell vehicles in real life.

Users can join the beta test via the Diia chatbot in the Telegram messenger. In order to do this, you will need to:

  • be an adult (18+)
  • have a tax identification number
  • have an ID card, passport or residence permit
  • have a registered place of residence
  • activate Diia.Signature.

The service is implemented by the Ministry of Digital Transformation together with the Ministry of Internal Affairs, the Main Service Center of the Ministry of Internal Affairs, Infotech company and Ukrposhta.
